Water treatment punishment at sea

In Hamburg one vessel was inspected by water police ...sewage plant sample was taken and tested fr residual chlorine ..value found zero ..on insp of chlorine tablets dosing chamber ...there were no chlorine tablets found.
Common PSC findings reg sewage plant is VV bypassed or seized ...all 3 Chambers found empty ..no flow observed ..body holed .. residual chlorine found zero ..fw in chem dosing tank as no chemical onboard ...stop hl alarm and pp auto start not functional ..disch pipe leaking ..sight glass not clear ..pumping out rate approved table not readily available on board... engineer s not familiarised ...effluent going overboard not checked ..PMS no entry of frequency of plant cleaning or maintenance schedule.
Initially police wanted to arrest the CE fr discharge of untreated sewage water but after much pleading and explanation ..charge sheet was issued against the CE and bond of 1263.50 euro was issued .copies of his CDC and passport were taken.
